Well, I'll be honest - If *I* were a sheriff, I'd want spy drones for my city too. Would make my job a whole lot easier.
That said, I also want a million dollars, a unicorn that breathes fire, and a custom Lotus titanium bike.
How is a spy drone going to make a Sheriffs job easier? Are they going to send up a multimillion dollar piece of technology to track the deadbeat who has a warrant out for not paying child support? The only thing I can think of that is remotely logical would be to silently track major drug deals or movements but you still need intel in order to even know where to look. Do they need it to track criminals in cop chases? Well, a hundred thousand dollar helicopter is cheaper than a multimillion dollar drone and they do it every day. I just see it as a very expensive piece of military hardware that a local Bubba Sheriff wants to play with . I suspect that for every example he can give that he needs it you can simply say, "dispatch an officer to go check it out" and have the same result.
