Gaikai is a game streaming service. Their primary role prior to Sony's take over a year ago was to stream PC game demos into your browsers so you could play games like Mass Effect 3 demo directly from your browser. In theory, it abstracts the platform differences since you're only really dealing with a smooth kind of streaming video service that also handles mouse and keyboard input. So, in theory, Sony could stream PSX, PS2, and PS3 games to you on your mobile devices or your PSP or your Vita or your PS4. Think of it like OnLive.
The downside is that in practice, all of this is still incredibly flaky. Gaikai only ever had a few data centers that host the service in the Americas and you barely could get into the game even though you're very close to one of the data sources. I really wanted to see Sony address Gaikai's limitations, but they haven't (or will not) address the issues.

As of now, the official word is that there isn't any.For those unaware, Sony has a patent that literally shuts down a used copy of a game if it is able to detect that the game disc was used by another account. Sony initially said that it 'can' play used games but other sources from within are being more non-committal about it. For now, Sony is in the "when we've made a decision, we'll let you know."

Sales will be good initially and then vanish completely if they nix the used game market.
I think their crusade against used games is going to backfire horribly, especially if WiiU and Microsoft aren't on board. Used games are a huge piece of the market, not only for people that buy mostly used games, but to people that buy new games with the intent of finishing and then selling them off immediately.
